When dragging the mouse to resize the panes, as soon as the mouse goes over the FilePane, the dragging activity is stopped. In the test, the FilePane is loaded with an Image.

What browser? I'm not convinced this occurs for "any" environment.

I believe this happens in all browsers. At least from those I can test it on such as: Firefox (windows and linux), Internet Explorer and Safari (windows).

There is actually a significant dragging issue with all SplitPanes under at least both IE and Firefox regardless of the child components added to the SplitPane. If the drag movement is done too quickly then things get very confused and the application gets stuck in a drag state where the only way out of it is to click again on the SplitPane.
